藝術的經髓繫於作品的創意與呈現，其不隨時代起落、不輕易為潮流所取代的特質無不取決於創作者的背景與豐富的人文意涵。有鑑於此，培育優秀青少年演藝人才接觸藝術薰陶及文化的滋潤、鼓勵從事創作其當代人文特色的藝文展演，開拓國際視野，以樹立台灣藝術風格，推動台灣成為亞太藝文重鎮，一直是文建會努力不懈的目標。

「鋼琴詩人」蕭邦才華洋溢，在短暫的三十九年生命旅程中，留下許多不朽的鋼琴名曲，為鋼琴音樂譜下重要的一頁;蕭邦的創作多方採擷波蘭氏謠，豐富的人文意涵，廣受讚揚，其行雲流水、優雅細緻的風格，歷經百餘年，不僅深深動人，也已成為青年鋼琴樂手邁向國際樂壇的試金石;深感蕭邦音樂的重要，民國七十四年三月，鋼琴家藤田梓女士在台北創辦了「財團法人中華蕭邦音樂基金會」基金會成立17年來，以推廣蕭邦鋼琴音樂為主，陸續舉辦了波蘭節、蕭邦節、蕭邦全系列作品系列演奏會、講習等活動。

其中在文建會多次的贊助下「台北國際少年﹒青少年蕭邦鋼琴大賽」今年已邁入第九屆，文建會希望藉此鼓勵民間團體投入文化藝術推廣工作、提供各國青少年鋼琴好手切磋競技的舞台，同時普及古典鋼琴音樂於台灣社會，以期台灣的樂聽大眾能更深入領略此一超越國界及語言藩籬的音樂之美。值此間賽之際，是撰數語，已對主辦單位「中華蕭邦音樂基金會」推廣音樂、作育英才的熱忱表達敬意，並祝賀活動圓滿成功。

 

The artistic essence of a work lies in its creativeness and presentation; its timeless unique quality , largely impervious to the vicissitudes of fashion , invariably stems from the background of its creator and how richly connotative it proves to be. In light of this , the Council for Cultural Affairs has always worked to cultivate talented young artists through exposing them to art and culture , and to encourage art exhibitions and performances that display characteristics of contemporary cultural creation , in order to broaden our international outlook , cultivate a Taiwan art style , and promote Taiwan as a key artistic and literary center for the Asia-Pacific region.

Frederic Chopin , the "Piano Poet , " was a brilliant talent. In his brief 1ifespan of 39 years , he left a legacy of famous and enduring piano compositions , adding an important element to the piano repertoire. His works , which draw heavily on Polish folk tunes , are richly connotative and widely celebrated. His flowing , elegant and exquisite style has deeply moved listeners for over a century; and mastery of his works has become de rigueur for young pianists aspiring to an international career. Inspired by the importance of Chopin's music , Pianist Anna Fujita established the Frederic Chopin Foundation Taipei in March 1985. It has held a number of activities over the past 17 years to promote the music of Chopin , including a Polish Festival , Chopin Festival , a recital series of Chopin's complete works , and master classes.

Among such activities is the Taipei International Youth Chopin Piano Competition, which the CCA has sponsored many times , and which this year marks its 9th year. The Council hopes private organizations will join in promoting art and culture by providing talented young pianists from various nations with an arena for competition and improvement , and spreading appreciation of classic music in Taiwan so that music lovers here better understand the beauty of music , which transcends the barriers of nationality and language. At the beginning of this competition , 1 would like to offer these words as an expression of my respect for the Frederic Chopin Foundation Taipei and all it has done in contributing to the promotion of music and the cultivation of musical talent. May this event enjoy great success!
