南平王因故離城，請安其樂暫代攝政，權世可協理政務。安其樂執法嚴峻，下令逮捕讓未婚妻懷孕的慕容白，並在遊街示眾後處死，目的是殺雞儆猴。慕容白遊街途中遇到朋友盧逑，託他趕往修真觀，請見其姊─慕容青，去向安其樂求情。慕容青往見安其樂，二人在「法、理、情」間有了一場精采的激辯。而慕容青的美貌與機智，也驀然喚醒安其樂潛藏的情慾。安其樂乃要求慕容青以自己的貞操來換取弟弟的性命……
The King of Nanping depaned his kingdom for some unknown reason and assigned An Qile as the regent to assist in state affairs. Under An Qile's draconian enforcement of law, Murong Bai, who was responsible for the pregnancy of his fiancec, was paraded through the streets before his execurion in order to set an example. Murong Bai encountered his friend, Lu Qiu, en roure and asked him to go to the Daoist Xiuzhen Temple and call for help from his elder sister Murong Qing, who would ask for mercy from An Qile. Murong Qing set to meet An Qile and had a splendid debate over "law, reason, and sentiment." Murong Qing's beauty and wisdom aroused An Qile's lust, who then demanded her chastity in exchange for her brother's life...
